The 1890 Federation Issue (Leeward Is) was in principle obligatory as the Powers that be tried to outlaw the local usages. The Virgin Is citizens together with their neighbours fiercely resented this so in 1899 a new Virgin Is issue appeared. Leeward Is stamps used in the Virgin Is are worth a premium. The A91 postmark was used on board the Cunard Transatlantic line from 1859 and was transferred to the Virgin Islands about 1870 and used until about 1909.Ex Charles Freeland Collection
